acl_users_enable, or acl_group, acl_group_enable, and acl_group_sloppy.
I use the acl_group attributes myself instead of the acl_users. Easier to
maintain.

we're talking about a Unix/Linux type OS) I would look at the user account
that owns the qsub executable file, add it to a new "qsubbers" group, and
chmod the file so that only the owner account and group members have
execute privilege. Then add approved users to the qsubbers group. If you
have a system account that most have this privilege, make sure it is either
the owner or a group member.
I hesitate to press the Send button, because that seems so obvious that I
must suspect I don't understand the question. If year's the case, please
pardon my obtuseness and ignore this.
