[torqueusers] Order of execution or prologue and prologue.parallel

Hello.

I'm finding that the prologue script isn't started until the
prologue.parallel scripts are done. Documentation I've seen
doesn't mention this. I'm wondering if I'm seeing something
unusual on my clusters or if this is normal. Finally, I don't
suppose this behavior can be configured to go the other way?

Running torque 6.1.0.
