[torqueusers] reverse order execution

We have torque 6.0.2 installed in our system and have a limit of three
jobs per user at any given time with no limit on the queued jobs user can
submit. When any user submits too many jobs, it get executed in reverse
order. Is it the default way torque allocated resources. How to make it to
execute in ascending order of the job id?
