[torqueusers] number of cores per group

We have a requirement to restrict maximum number of core usage per group
or per user in the server attributes over a period, say for a wall clock
time of 24 hours. The job scheduler installed is torque 6.0.2. Is it
possible?, if not is there any workaround?
